When calculating the breakdown voltage for some gas, the value of secondary-electron-emission coefficient is needed, how to get this value?

AFAIK you have to determine them empirically from experimental data. The secondary Townsend coefficient depends both on cathode material, gas mixture and reduced electric field. I would suggest you have a look at the following publication, especially §19 and §20.
