Understanding installation of Root

I am installing root into my laptop. On the download links it mentions visual studio 2019 but I don’t understand what exactly does it mean. From what I know, visual studio is an IDE developed by Microsoft but is it necessary to use this certain IDE while using root? How does that make a difference.

For the time being, you need the Visual Studio runtime dlls and its header files. We should get rid of those dependencies in the future.
