It seems like after having set a histogram to be a ratio histogram with
it is not possible later to scale it? This line does not seem to have any effect:
Is that expected?

Yes, what you observe is correct. It should probably be documented.
But, what would you like to do exactly ? The bit kIsAverge is used for combining histograms, so it does not make much sense to scale them. You should remove the bit if you want to scale the histogram,
