Yes, this has been fixed in the head of the repository (revision 23871 and up).

I am using the tag ‘v5-19-04’. Has the fix been backported to this tag or should I
use the trunk version (I prefer a tag for reproductability).

No it has not been back ported to 5-19/04. This release is a “development” release and we do not issue patches for development releases. The production release (5-20) is due later this months and will include this fix.
