Hi Irvin,
this has less to do with ROOT and more with your oscilloscope: which software interfaces does it support? How does it communicate with the rest of the world? It might be e.g. that it sends its output through a serial port: do you have ad-hoc software that is able to decipher the signals that come out on the other side of the cable?
