Is there any bug report forum on ROOT?
Or this ROOT forum is not supposed to be (in the future) the replacement for ROOT-mailing list?
May be I have overlooked the place where one can put bug reports, but I coudn’t find any.
there are still separate web based bug report and enhancement request sites. See the url’s in the ROOT forum description.

But as I understand from your answer you are not planning to discuss ROOT bugs in this forum. Ok.
If you are really sure it’s a bug you should post it to the bug site, but if you are not yet sure its a bug, you should discuss it on the forum.
