Are Heaviside and DiracDelta functions defined in ROOT?

I would like to ask if the Heaviside Theta function as well as Dirac Delta function are defined in MathCore or MathMore library?

No, these funcitons are not defined, thery are however trivial to implement by the user.
For the Theta function, I assume you mean:

mathworld.wolfram.com/HeavisideStepFunction.html

In my opinion, the Dirac function makes sense when you are performing symbolic calculations (like in Mathematica) not so much in numerical computations.
