It also did not work. So, I tried the ““classic”” method of uninstalling and then installing VS 2019 again, and surprisingly now everything works 
; ROOT works fine and I am able to import ROOT from python console.
(now I have to figure out how to be able to import ROOT using Spyder, since I use python with Spyder, but this is a different problem
