You have to rename (or copy) all the .so.6.16.00 into so.6.16 (and I don’t know why the symlinks don’t work)
You have to install Visual Studio 2019, and make sure you select the “ Desktop development with C++ ”, including the Windows 10 SDK (the latest one and the version 10.0.17134.0 for compatibility reasons)
